It is quite possible the character you are trying to create doesn't fit into any of the existing classes and so you will want to make up your own. This happened to me. I looked through the existing character randomising tables and found the following trends/rules which should help build a balanced class. Obviously the rules don't take into account that for example most rogue traders have much higher Ld than Nv (and yes I know that's already a class, I'm just using it as an example). I hope this will be of some use to you.
Also a quick note about NPC's. I've found if you want to turn existing classes into NPC's you need to take 10-30 off most/all of the stats and to turn NPC's into player characters you need to add 10-30 to most/all of the stats.

Character creation notes
Once you have decided on your characters stats to the nearest 5 follow the rules below. (Note x is the value youve chosen)
WS & BS
Both (x-10)+2D10 and BS is usually 5 lower than WS unless the character is a trained shooter.
S & T
If the S and T values are the same then they are both (x-5)+2D6. If they are different then the higher value is (x-10)+2D10 and the lower value is (x-10)+3D6.
I, Wp & Sg
Initiative is usually 5 lower than Wp and Sg. Wp and Sg are usually about the same.
I = (x-10)+2D10
Wp & Sg = (x-15)+3D10
Nv &Ld
The Nv score is usually similar to the Wp and Sg scores and the Ld score is usually similar to the Nv score or less.
If the Nv and Ld scores are different they both =(x-5)+2D6.
If they are the same, Nv =(x-5)+2D6 and Ld =(-10)+2D10.
